Northrop Grumman's Mission Systems sector is looking for a Manager, Programs Level 3 to support the Marine Systems Division within the Launcher Operating Unit's After Market Programs team in Sunnyvale, CA. The primary objectives will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements. In addition to these objectives, there is a focus on creating customer intimacy to support value creation strategies and growth of business while leading a cross-functional organization aligned to common program performance goals within the After Market Programs product line based in Sunnyvale, CA. The selected candidate will be responsible for a - 30-person team with a profit and loss center consisting of $30M+ annual sales and a $6M overhead budget. The selected candidate with be responsible for the protection and growth of marine propulsion, power generation, and missile launching/handling aftermarket product line, as well as support new business growth in adjacent markets including build-to-print. The selected candidate will be required to manage the functional department disciplines of Contracts/Sales, Manufacturing, and Purchasing in a matrix relationship. The selected candidate will be required to maintain direct customer contact for aftermarket responsiveness and customer satisfaction, and be required to maintain on-time delivery of hardware deliverables. The selected candidate must be able to develop and expand the product line with the customer, establish milestones and monitor adherence to master plans and schedules, identifies program problems and obtain solutions, such as allocation of resources or changing contractual specifications. The selected candidate will act as the primary customer contact for After Market Program activities based out of Sunnyvale, CA, and be responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Responsibilities for the cost, schedule and technical performance of company programs or subsystems of major programs, leading a cross-functional team supporting marine logistics. This will include negotiation of contract and contract changes; coordinating and preparation of proposals, business plans, proposal work statements and specifications, as well as operating budgets and financial terms/conditions of contract. Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:Cultivating customer relationships and intimacy to develop further opportunities within the customer communityDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLeading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to customers, executive management and other program stakeholdersParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsEstablishing design concepts, criteria, and engineering efforts for product research, development, integration and testCreation, review and finalization of the program Statement of WorkIdentification, distribution, tracking, and completion of program requirementsEstablishment and management of the program and subordinate baselinesUnderstanding cost control, rate structures, AOP and IF projectionsIdentifying, allocating and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Managing suppliers to meet program objectivesAdherence to all internal processes, policies, and applicable industry standardsEnsuring program team understands and adheres to contract scope, and manages change through control board activitiesDevelopment and adherence to master plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation and realization Basic Qualifications:Bachelor's Degree and 12+ years, or Master's and 10+ years' experience supporting U.S. Government contracts and customers and/or project management in other industries10+ years of project management experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager10+ years of demonstrated success leading teams/and or organizations to achieve a common goalDemonstrated ability to take leadership goals and integrate them into the operations of team, management, and execution of customer program requirements Preferred Qualifications:Prior working knowledge with Navy programs and fleet support activitiesThe ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.The ability to manage the maintenance and support of delivered products including spares availability; product reliability, maintainability, and testability for fleet support, and program support managementThe ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.Experience with Agile, including CSM, SAFe Agilist, and/or SPC certifications, including the demonstrated ability to lead and guide a team to shift into agile processes and methodologiesSecret security clearance Northrop Grumman is committed to hiring and retaining a diverse workforce.
