Lendlease is developing a series of complex projects in the Bay Area, including remediation, integration of infrastructure, public domain and built form, and management of approvals processes involving multiple stakeholders. An important focus of the PM s role will be the seamless and timely procurement of authority approvals for transportation and mobility, and the ongoing managing of authority relationships and negotiations.

The Development Project Manager - Transportation (DPM-Transportation) will manage the Consultant appointments, design development, establishment, design, costing, programming, staging, approvals and delivery of the transportation and mobility aspects of the project under the direction of the Head of Development Ops.

The primary purposes and key responsibilities of the role are:

* To develop a comprehensive transportation, mobility, and parking delivery strategy for review and approval by LL Project Director, Owner / Development Partner s District Lead & Transportation SME;

* To work with the LL district lead and Head of Development Ops to create a brief for the transportation, mobility, and parking to meet the aspirations for the project.

* To support the development of an integrated development plan relating to Transportation, Mobility & Parking, Civil, infrastructure and public realm to obtain master plan approvals from the City, EIR submission and approval through the CEQA process. The DPM - Transportation will maintain or obtain amendments as required throughout the project

* To challenge the current approach and thinking regarding transportation and mobility solutions, and where necessary, propose creative and innovative design solutions including introduction of new technologies, transportation management approaches, and other innovations to unlock development value in the districts;

* Lead the design and delivery of the transportation, mobility, and parking as part of making informed investment decisions and providing a platform for future development plots

* Work with the office and residential teams to ensure that the interests of buildings, infrastructure / transportation and place are fully resolved and integrated

* Progress projects through the development process including the following stages: design / development brief, internal project gateways and milestones, phasing, cost plan and capital expenditure, infrastructure cost allocation to plots, legal agreements, risk management and reporting.

* Prepare & maintain a development schedule for transportation, mobility, and parking, including phasing plan, gateway review points, early project commitment and is conscious of contractual commitments.

* Assist with establishing a Transportation Demand Management strategy and targets and monitoring into the design and delivery.

* To ensure that the design and construction of the transportation, mobility, & parking is within budget, complies with authority requirements, secures relevant approvals and addresses Lendlease and Owner / Development Partner health, safety and environmental requirements; and

* To support project decision making and improve consistency and governance.

* Collaboration and coordination with Owner / Development Partner transportation leads and subject matter experts;

* Lead, for Lendlease, the development of the District Transportation Strategy

* Assist the Head of Development Ops in the selecting, briefing and engagement of the required design consultants

* Manage the design development process via regularly scheduled coordination meetings and design workshops

* Manage the development process in accordance with the COMPASS Operating Processes


* Take ownership of, and be accountable for, the commercial implications of transportation, mobility, and parking costs of the project including interface with the design and cost planning team.

* Responsible for managing and achieving the early works and transportation infrastructure budgets; including preparation of forecasts and progress reports, raising and receipting of purchase orders and invoices and identifying opportunities for value engineering and cost saving

* Accurate and timely project progress and cost reporting through the monthly Project Control Group (PCG)

* Ownership of the change control process and reporting of any variations

* Use existing project data to create reference costs to feed into advice for new projects.

* Innovation in how to extract longer term value from up front transportation infrastructure decisions / strategy


* Liaison with the local City, authorities, agencies (officers and councillors) and State Government departments as appropriate

* As part of the development team, review, submit, negotiate and obtain approvals for all necessary approvals/entitlements including where relevant planning applications, contractual approvals and other required approvals

* Successfully manage all authority approvals in accordance with program timelines

* Manage project coordination meetings with stakeholders


* Implement and support commitment to Lendlease GMRs and Incident and Injury Free (IIF) policy and vision

* Promote IIF culture and practices with all stakeholders

* Encourage IIF behaviours with the design, development and construction teams

* Responsible for the incorporation and ongoing commitment to Lendlease Global Minimum Requirements (GMR s) and IIF requirements for the project

* Manage and lead ROAD process in relation to the project

* Take part in regular safety inspections and safety audits

* Manage auditor sign offs


* In conjunction with the Cost Planning Team obtain pricing and proposed methodology from the Contractors/ Subcontractors for the Transportation

* Work with the cost planner throughout the feasibility product creation phase


* Be highly conversant with local planning processes in general and particularly the relevant planning schemes

* Work with the Development Manager(s) and Head of Development Ops to prepare and lodge the master plan and District Development Plan and engage in meetings and correspondence thereafter to support the application

* Establish/Input into controls that track detailed requirements for various approvals, e.g. a Entitlements Conditions Tracking Register



* Be conversant with competitors products.
